Why No Spam?
This policy was one decided on after many weeks of thought and
discussion amongst the TJ-NIC Directors.
We strongly feel that content restrictions should not
be in the purview of a domain registry. However, spam causes damage not only to the person
sending it (and possibly to the ISP they send it from) but also to others. Spam being sent
out referencing or using .TJ domain names will only lead to a very negative image of the
.TJ namespace, and even possible filtering. This would harm all of our customers. We must
not allow this.
The TJ-NIC takes no stand on whether spam is right or wrong. We only
state that we will not permit it to be used by .TJ domains. We are not setting up an abuse
team to go out and look for spammers using our names. Should we get a spam complaint, we
will forward it on to the Registrar who signed up the customer, as well as to the customer
themselves. This will serve as a warning. Should we get repeated complaints about the same
domain, and there is evidence to substantiate the spam complaint, and the registrant
appears to be taking no action to resolve the issue, we will send a 72 hour notice to the
Registrar and to the customer. This would be a final notice, and the domain will be placed
on "spam hold" at that time. We would require a written agreement not to send
spam, and a payment of a "re-activation" fee equal to one years registration to
re-activate a spam hold domain. In the absence of this, the domain will expire at the
anniversary date of registration and be made available for public use. The Registrar can
act as a mediator between the NIC Staff and the Customer should there be a dispute over
whether this Spam Policy should be applied.
We reserve the right to publish names and contact info for any domain
terminated for this reason.
We define spam as :
Unsolicited Email sent to one or more users.
Off topic commercial advertisements posted to USENET newsgroups.
Excessively Crossposted and/or flooded posts to USENET newsgroups.
This definition is not all inclusive, but should give you an idea.
Spam complaints can be sent to spam@nic.tj.
